When I asked them in March - here is the response:

Recently this year we have designed it for the price to vary depending on what park you go to. Once you go to the parks you will received a photopass number. Once you enter that photopass into www.disneyphotopass.com, the correct prices will automatically be associated with the product. $124.95 is for Disney World. $79.95 is for Disney Land. In the future we will probably adjust the prepurchase CD costs depending on the park as well, but at the moment the Prepurchase CD is $99.95. Please let me know if you have any further questions.

I think what would be most helpful is of they made that clear on the PP website. It would be great if it was known ahead of time.
