Are there any Photopass photographers with any of the characters? Either permanent characters, like in Fairy Tale Hall, or roaming characters? Thank you.

It varies I think.
In mickeys house in toon town there’s a photopass photographer.

The characters at town square sometimes have them but it varies on who.

One trick I’ve learned is if you see a photographer, ask if they will be shooting any characters. And they sometimes give you the times. Also find a CM with a badge that says “Ask me about characters”, and they can give you in too

We got photopass photos with Pluto outside the firehouse, Goofy on Buena Vista Street in DCA, Sully over by the Monsters Inc ride, Mr and Mrs Incredible by the IncrediCoaster, and we saw one with Minnie on Main Street in DL. There might have been one with the Mad Hatter in FantasyLand too, I can't remember now. So yes, the wandering characters do sometimes have them!
