Can you link the photo usb to two different staterooms two families, or is it based on the reservation?

As noted each room/reservation must purchase their own package. Only exception is if a nuclear family is in two rooms (mom & minor kids in one, and dad & minor kids in the other).

There used to be the option of, if one room purchases the full digital package, a second room can purchase at 50% off. Don't know if that's still available.
