I have never seen one there. There are usually a lot of people around there, though, so if you want a family picture I'm sure someone would take it for you.

There is no PhotoPass cast member who is stationed in that area. There is one for what is currently Merida's meet and greet, but they are not allowed to leave. If you wanted your picture taken there are usually a ton of people in that area who are more than happy to do so- or if you find a roaming PhotoPass photographer you could always ask them (or ask one that's stationary and see if they know the answer to this question!)

When I was just there 2 weeks ago, there was a CM or two standing with the Fairy Godmother and the Ugly Stepsisters about 10 feet away...but I don't think they can leave the characters they are with.
