Photo mats

Do most of you make photo mats for swaps based on a 4X6 mat? I want to do photo mats and made a template for it...
I did the bottom mat at 4 & 1/4 by 6 & 1/4... than the 4 X 6 matt on top.. I think it looks okay but would like to get some input from other scrappers...

My swap experience is very limited, but the one time I have done a phot mat for a swap, it was supposed to work for a 4x6 photo, so I made the top piece about the 4 1/2" by 6 1/2", and the bottom layer closer to 5"x7". Don't know if that was "right" or not, though. Hopefully those who have done more can be of more help!

Thanks Tink&Belle's Mom.. That would make more sense than my dimensions..considering you wouldn't see my top mat because it would be the exact same size as the picture...
