Photo editing

What in y'all's opinion is the absolute best editing software? I'm thinking about the Photoshop CS3. The only thing holding me back is, of course, the almost 700.00 price tag. I have Corel Paint Shop Pro X2 and I've used Photoshop Elements 6 but they don't give me everything I want.

I don't know about the best, but I've been recording the software programs folks said they used/liked from these threads over the past month or so. This is what I captured:

I'm thinking one of these has GOT to be less than $700!
