If you dial a local number yourself from a DVC resort, there will be a charge for the call (.35 for DVC members, .75 for other guests).
If you dial "O", the WDW operator can connect you to internal WDW phones from their directory without charge. We've done this to call MS many times while at WDW.

If I dial '0' I can be put through to the desk at one of the other hotels free of charge?
I wanted to phone ahead if I was planning on pool-hopping.

What I did before we pool-hopped to SSR and BWV from OKW was hit the 'front desk' button on the phone and asked to be connected to the front desk at each of the hotels. Both times, the operator asked if she could help and I explained we were DVC members and calling to ask about pool-hopping. Both times I was put on hold and when the operators came back they said they were told to tell us to come on over. I have no idea who they spoke with, but we had no problems once we got to SSR or BWV.

As far as pool hopping goes, once you have the all clear over the phone, do you also have to 'report in at the desk or pool area' once you get there?
