Peter Pan's Flight Access

This is interesting. My DD and I were riding Peter Pan a couple of years ago and using her stroller as a wheelchair. Upon seeing me lift DD out of her stroller at the ride entrance, the CM at Peter Pan asked me if I’d like him to stop the ride (this was at about 6pm the week of Thanksgiving). I said no, we could manage it, but now I find it interesting that a CM offered to stop it for us since it sounds like they usually don’t do this. I know we’ve been on the ride a few times and had it come to a stop. When we’ve walked off at the end, I’ve noticed wheelchairs and always assumed the ride had stopped for wheelchair users, but it sounds like maybe the ride stopping was for some other reason.
Last time we were on it at WDW, it did indeed stop, but no idea why, perhaps policy has changed recently on this?
 
The response I got from my contact at Disney Disabilities Services is that stopping the belts (moving walkways) at both Peter Pan and the Peoplemover are only done in the “rarest situations“, which was further clarified to mean “almost never”.

Even slowing the moving walkway at either was described as only being Done inn”extremely unique” situations. The biggest reason for not slowing or stopping the moving walkway is that the moving walkway and ride cars move at the same speed. So slowing or stopping the moving walkway does the same to the cars inside, which they are not comfortable with being slowed or stopped.
