Paying for character meals in advance

It maybe, they just said that its a fee disney charge them. Does anyone know if you can prepay this direct to disney yourself?

A few years ago I did some number crunching when I was booking a longer trip for 2 families and was quite shocked at the differences in prices the different tour operators were asking for things like Character breakfasts, Buffalo Bills etc. I would've thought that they all pay the same amount to Disney but add on their own surcharges, not very fair.
