did you do it thru the post office? I just did mine mid last year and it didn't cost $125!!! I may have even smiled.

I too got mine done last year at the Post Office; smiled, had hair highlighted, and had on earrings/necklace. Perhaps it just depends on where you go or who is doing the picture. Or it could be new rules.
Maybe mug shot is the new glamour shot.
