Pass holder for popcorn bucket?

We’ll be at Disneyland in two weeks and was wondering if we need to be an annual pass holder to purchase popcorn buckets. This was the rule a few years but am unsure now.

Anyone can buy a popcorn bucket that is not a special offering for MKs. It's never been a rule that they were all limited to only passholders.

Are you specifically asking about refillable buckets? If so, there are none currently being offered and when they have been, yes, they've so far been an MK exclusive.

If buckets in general then it just depends on the bucket. There is not always an MK exclusive bucket being offered, though. And not all MK exclusive buckets are refillable.
