Pass away annual passports ?

I heard from my friend to stop the sale of annual passports of Disney Land (Calfornia), and we can purchase renewal passport only.
Is this really?

If this is true, we can not park hopper in the same day except to stay at the Disney Hotel. This situation put me to a lot of bother.

In this connection, Disney Web site show only blockout day.
