Our party of 18 would like to have our picture taken by a Disney photog on the lobby steps. Is the only strategy showing up early some night before dinner?

Well, if there's a photo location set up at the stairs, that would be your best bet. I'm not certain about this but, I believe I read where there's a maximum number of people in a photo before it becomes a "group photo" and isn't included in the photo packages.

You could set up a separate photo shoot (extra cost) at Shutters.

You could ask one of the cast members or another guest to take your photo without DCL or Shutters involved. You need a decent camera that can give you good photos with each face being recognizable. Include a mouse or two, if possible. By the way, the characters come out and retreat behind a door just forward of Shutters (Magic & Wonder), if you want to catch one up close.

Our family scheduled an appointment for group photos. Shutters took pictures of the extended family on the stairs, and each smaller family. Also had a picture of great-grandma with the little kids.

We didn't have the photo package, so I couldn't give you a cost comparison. We had some 48 people involved, so using the stairs in the atrium was the best option.

You would probably find the easiest time right in the middle of the late dinner seating. Whenever I had to take DS to the restroom from Lumieres/Tritons/Royal court/palace the lobby area was always deserted.

It would be especially easy if you are all doing early seatings, just skip one of the shows that evening. If you are doing late then you would have to coordinate a specific time. Probably like a 30 minutes after seating so you are all somewhere between apps and the main course. Below is a pic I got of a group getting a photo during one late dinner.

That would be ship's officers. :D

Yes, i think it demonstrates that this group knows the best time to get a picture in the lobby. It was truly empty at that time and they took full advantage!

It's also when they wouldn't need to be on atrium duty! :D

Our reservations with the atrium photographer were just before main seating on formal night -- when we were all dressed up, and no one had food stains on their clothes.
