Can we park at our home resort if we are staying off property?

Yes, if you are dining or shopping there, not for theme park access. You would still get free valet parking (if available).

As DebbieB said, parking at the resorts is for those who are currently staying there or those who come to dine/shop. If you are going to the parks you'll have to park in those lots. If you are staying elsewhere on property you'll be able to park for free. Otherwise you'll need to pay the parking fee.
