If we are staying offsite, is there anywhere we can park (besides parks) in order to ride the skyliner?

Maybe Disney Springs? Then you can hop on a bus to one of the Skyliner Resorts or HS.

Not in the current environment, no. To enter a resort via a vehicle (your own car or rideshare/taxi), you will need to be either a guest of that resort or have an ADR. Sometimes having a mobile order will permit entry, but not always. Additionally, Disney advises that anyone wishing to ride the Skyliner should park at DHS.

As PP mentions, you could park at Disney Springs and then get on a bus to one of the Skyliner resorts and ride from there. If you want to do this in the morning, buses to and from Disney Springs can be few and far between at that time, so I'd suggest walking to Saratoga Springs and catching the bus to DHS from there. The Skyliner station at DHS is close to the bus stops.

There are no buses from DS to HS.

OP would need to take a bus to YC & BC, BWI, RIV, CBR or POP from DS after they start running at 10:00 AM. There is no bus transportation between DS and resorts prior to operating hours of DS beginning.
