Parking for MHP

I understand my Mickey's Halloween Party ticket includes the parking charge. I'm staying offsite, and I was wondering if I could arrive at the garage say, about noon, and browse Downtown Disney for a while before entering DL at 3pm. Is this permitted, or will they not honor it until perhaps 230pm or so?
