Parking and Dinner at Tchoup Chop

We are driving in to Universal in the morning for the parks and having dinner at Tchup Chop. I understand that there is free valet parking at the Loews Royal Pacific Resort Pacifica Ballroom entrance.

What time can we park there?
What would be the easiest way to get to the restaurant for a 7:30 reservation when the parks close at 6PM?

Why are the parks closing at 6 pm?
