Transportation from the parks to DS begins at 4, correct?

Would that be the fastest from EPCOT to DS?

My mom is spending her arrival day at EPCOT and is meeting us for dinner at DS. Our ADR is 4:15 at Raglan Road. We are just going to the boat to DS from POFQ.

Yes, at 4pm. But if she needs to leave early and she'll be at epcot she can just go to the Boardwalk, via International Gateway, and grab the DS bus from there

If she waits until 4:00 to leave EP, she probably won't get there in time. If I were her and in World Showcase, I would do as yulilin3 said, and head out the back entrance around 3:00-3:15 and grab a bus from one of the EP resorts.

An other option would be get the POFQ bus at Epcot and take the boat depending on where in Epcot she is
at the end of her afternoon.
The quickest would be to grab a taxi at Epcot or BC and head over to DS that way.

An other option would be get the POFQ bus at Epcot and take the boat depending on where in Epcot she is at the end of her afternoon.

That would probably be the slowest option.

Bus from Epcot to French Quarter and taking the boat from there to Disney Springs for a 4:15 dinner?: Plan on stepping out of the Future World entrance gates no later than 2:30.
