Park Tickets for late arrivals

We are contemplating going USF/IOA for a half a day, how much would it cost to go to both parks after 3 or 4? Or do they even have these kinda tickets?

I am not totally sure about this, but I do not think that type of ticket at Universal is an option. In fact, I believe it is not an option at Walt Disney World, either. I only was able to do something like this a few years ago when I attended a conference at the Dolphin hotel at WDW, and they had a special "after 2 PM" rate for conference attendees.

Universal does not have any regular park tickets for late entry. However...during Mardi Gras there is an after 5pm ticket but only during that time. I think Disney has an Epcot after 4pm ticket but I don't know what the price is.
