park opening time change

There are dates in March which, over the last few years, have had the park opening times changed to an hour earlier. Seems like this change has taken place about a month before. Does Disney post these time changes at 7:00am when they do change them (so I could just check at 7:00am everyday...or could it be anytime of anyday that the change is posted)?

And I assume this opens up some fastpasses?

But note that if it does open up fastpasses - those fastpasses won't necessarily open at the same time that they announce the hours change (and from past experience it seems they usually don't until some time later).
