FWIW, World Showcase was pretty much always 11am (France Bakery being one of the few things that was earlier). It was just the Future World part that was open at 9am. I assume once they up capacity some more they'll change it.

11 is currently correct. But watch the times as they have changed. With some parks opening earlier and many closing later.
