Park Hopping Transportation-Local Resident

My family will be visiting the Disney parks with parkhopper passes in August. We will be staying offsite (not at a resort). Are people with parkhopper passes (who are not guests at a resort) allowed to use the buses that transport guests from park to park?
Also, how long does it take to get from one park to another using the buses? How many parks can you reasonably expect to hop in one day (if you only plan to do one or two rides/shows at a park)?
Also, if you pay for parking at one park would you have to pay for for parking at a second park if you were using your parkhopper pass to go to that park?

Technically, I think the busses are for resort guests. But, I never have had to show any ID to the driver. Be warned, if you wait until closong to leave, there may be no bus from park to park.
 
I was told anyone with park hopper passes was entitled to use Disney Transportaion.
 
Any disney guest, whether a park or resort guest can use the bus, not just resort guests.
It can take 45 minutes to an hour to get from one park to the other, especially if you are going from the AK to MK.
If you pay to park at one park you can move your car to another park for free. Just show the receipt and you can park.
The most we have done is 3 parks in one day. Started at MGM very early, went to MK and then to epcot. I think trying to do 4 could be tough, depending upon how late the parks are open.
 

If you have park admission, you can use any/all of the various transportation options. But, be aware, it can sometimes be time consuming to go from park to park. Takes a fair amount of time out of the day.
