How does a family get to be picked to be in one of the park parades? Do you have to just be in the right place at the right time?

That is correct. There are Cast Members charged with finding the family to serve as Grand Marshall for the day. They work the crowds anonymously, talking to guests and looking for just the "right" family. There's nothing you can to do help the process along...just make sure you have your best "Disney" face on if a CM tries to strike up a conversation with you.
