There really isn't a restaurant that has good parade viewing. There are restaurants that have so so viewing or glimpses of the parade at DL. Carnation Cafe (TS) has a patio where you can request seating (requests are not guaranteed, though). From seats toward the sidewalk, you can see the tops of the floats, but other guests will be walking on the sidewalk in front of you and other guests may be standing on the curb to block your lower view. Plaza Inn (CS) has a raised patio where you may be able to view the parade, but it is farther back from the street. Watching the parades really isn't such a big deal right now at DL -- you don't need to camp out for hours to get a good spot. It's much easier to plan on having a nice meal somewhere, then plan on finding spots for the parade. Or -- find spots for watching the parade, then send someone to get CS take out (you can request food in take out containers on a tray) or corn dogs so you can eat while waiting.
In DCA, there currently is no parade. If PTN returns, there should be dining packages for parade viewing in reserved areas.
