Paper Piercing--- How to do it?

Just wondering...

I've seen it on so many pages here and on twopeas, how do you do the paper piercing?

is it like layering and cutting or is there a website or book to teach you??

I think it looks cool, have seen (and even bought) from the LSS and Ebay, so was wondering how to do it myself.
