from what i can tell here in washington they are trying to avoid them by emptying the campuses and telling students to go home. we've got some that have switched to entirely on-line for the remainder of the term, some that have shortened their terms and will be conducting finals a week early,
i don't think it's a good plan of action, all it will do is send these students to different parts of the state where exposure rates may be higher only to have them come back to campus a few weeks later and share that exposure with their classmates and communities
