Palo High Tea - Tea with Wendy

My family is trying to see if they can do both and they know I can find the answer here. I know they only do tea on sea days. Does anybody know what time they do tea or is it staggered? Do they serve enough food to be a meal or is it just fancy things?

Tea in Palo seems to be at 3 pm. The tea with Alice that replaced the tea with Wendy tends to be at 4 pm.
