Palo and concierge level room service

I read that in CAT 1 - 3 you can order room service from any restaurant menu. Does this include Palo?? If so, how about the high tea and brunch menus??

Also, we're sailing this summer on our first cruise with 14 people in 4 cabins, but we (me, DW, DS, DD) are the only ones in a suite. If we ditch the kids in the kids club, could we invite some other grownups to our room for a private Palo dinner, or would they get bent out of shape because the people eating were not the ones registered in the room.

I just returned from the 1/24 easter categor 3, and was told you cannot get room service from Palo. I was also told that I could only make reservations for up to 6 people at Palo. We were going to try to plan a 'diser brunch or tea, but they would not let me reserve for that many. I would like to find out who had Palo room service and what category they were in. I wonder if it is only offered to category 1.
 
We would've been able to in a Cat. 1 on the 1/10 Eastern.

We were in a Category 3 on a cruise 2 months ago and had dinner from Palo delivered to our cabin.
 

Cat 3 in 4 days, I was unable to pre-reserve a DIS brunch for other cabins. I was told they are no longer allowing this, if we want to do a group bruch we all have to make our own ressies when we board.
