Pal Mickey Questions Please

My son thought it would be cool to get a Pal Mickey for our September trip. I read on another thread that he will tell you which lines are short at the parks. How does this work? Is he connected to some main computer or something?

Also, if I buy one on ebay does it still work or is there someplace in the park where they have to be activated?

I was "told" it is all GPS. His nose picks up GPS signals from all around the park.

I don't know anything about ebay ones but I have heard the one from last year is on sale for like $28ish. That is a really good buy. I loved him and he did not get ... a hug and was not into him and what he does.
