How necessary are the dining/viewing packages for the Paint the Night Parade? I wouldn't want to do that and stand, so I'd be looking at Carthay Circle, but it would end up being $350 for our family. Not sure if we really need to do that, especially since my 4 year old is picky and probably won't eat the food anyways.

Because its new to DCA I think this is hard to actually give any advise on until after the parade has actually started which is coming up soon. I have seen this parade many times at DL and always had a good spot to see it without dining reservations. And I didn't wait for an hour to sit either. If spending the money for the dining reservation doesn't make sense for your family, I would wait and read reviews on what is the best strategy to get a good spot without the reservation. I never get a dining reservation for WOC either accept for twice and for my family it didn't make sense to do it. Each family's needs are different.
 
For us, we loved having the reserved area. Now that it's moved to DCA, not sure but I purchased it anyway. I got the one with a reserved seat, not just the area.
That parade is one of the best, if not THE best Disney parade. It's crazy popular and the crowds are insane. I don't like to fight a crowd and feel crushed and shoved. I'll pay for the luxury of a seat. But that's just me.
 

In my experience it's been easier to see parades at California Adventure than Disneyland. Since the parade is new, though, you may have to stake out spots kind of early to ensure your kids are in front row.

At some point, both.

PTN starts on April 13. WOC is down because of Pixar Pier construction. WOC is expected to come back late May or early June. At that point both will run presumably on the same night. As the parade route goes behind WOC and the queuing area, there are some crowd issues for sure that Disney will need to figure out.
