I've brought this up before in other threads, but it's worth repeating.
I don't know if anything has changed in the agreement with the city of Anaheim and DLR over the last 6 years that would impact the fireworks -- quite possibly something has changed -- but in 2009, there were, indeed,
nightly fireworks in the off-peak Fall/Halloween season. And then there were nightly fireworks all through the holiday season right after that.
Halloween Screams debuted in 2009. That was the year that Disney needed to really hook people in to wanting to see the new fireworks show so they could include it as part of the paid Halloween party the following year (2010). So they ran them nightly for the masses. That is, every single night (with the exception of any nights that were interrupted by weather) during the entire Halloween season, starting in late-ish September and all the way up to Halloween. Not just Fri-Sun and holidays. Weeknights too.
If you Google
"Halloween Screams, 2009, Disneyland, nightly" or some combination of words like that, you will find assorted articles, threads, blogs, etc., that talk about the nightly fireworks. I remember there was even a thread here on this forum, way back then, in which a DIS'er mentioned talking to a CM on the phone, who confirmed that the HS fireworks were happening nightly -- and everyone was surprised.
So it has been done, and it is possible that it could be done once more. Again, that was 6 years ago, but it was a brand new, special fireworks show and there could have been a special agreement that was reached. I'm not sure. I don't know how it all works, and all the red tape that needs to be cut through. As it is, even now during the Halloween season, the more MHP nights that Disney adds into the line-up, the more nights there will be fireworks. Sometimes they might have 5 nights of fireworks in a full week, between MHP and the regular fireworks. And they keep adding in more nights to the party every year -- that is one of the rumors about this year, that there could be more party nights added in.
It is possible that, for this year's special Diamond Anniversary festivities, Disneyland again reached some sort of agreement with the City and an exception was made. Or, if Mickey's Halloween Party moves over to DCA (another rumor), then the nights that ordinarily would have gone to Halloween Screams can be allotted to Disneyland Forever. That is one way it could work.
I tend to think that Disney is going to want to keep a heavy focus on Disneyland Forever all year (the Christmas/holiday season fireworks are not happening this year because Disneyland Forever will be running), so there would likely either be some sort of an extended fireworks schedule (beyond the norm) or Disneyland Forever could take the place of Halloween Screams too, in addition to taking the place of Believe...in Holiday Magic.
But, unfortunately, we probably won't find out what's going to happen with off season fireworks and all of that until we get closer to the end of the summer.
