Outside Photographers in Epcot

I just want to make sure I have all of this straight -

You used to be able to use outside photographers in world showcase at epcot and now you can't?

I am just thinking as far as a dessert party - you can't bring your own photographer right?

You can no longer use outside photographers at any of the theme park locations, that includes for dessert parties.
