Other parks on crowded Disney days

Quick question for all you experienced orlando travelers:

If I'm trying to avoid crowds at all costs, and touring plans list a park at a 6 out of 10 as my lowest crowd option at disney, and a 4/10 for universal..... Would you expect sea world or legoland to be any less than a 4?
