OT: Need help with noodle pool rash

Well Was wondering if any of u out there can answer this for me or have had this experience. I am at a friends house and most of the kids have gotten some sort of rash looking, possibly rug burn looking type thing whereever they have played with the pool noodles. We have narrowed it down to the pool noodles. These were bought at kmart . has anybody experinced this?

The material that those noodles are made of after time ad exposure to chlorine becomes very scratchy and coarse, I have also gotten rashes when my skin comes in contact with the rough surface. There really was'nt anything I could do maybe hydrocortisone on it but it really is more of a rashy burn.
