Osborne Lights Question

Sorry if this has been covered somewhere (which I think it has...not sure where though) but is the Osborne Lights Dessert Party considered a table service credit? I have the quick service dining plan, so if I want to do the dessert party, will I have to pay for it separately?
If I don't do the dessert party, I'll still be able to see it though right?
 
I do not think you can use any dining plan for this, and most certainly not the QSDP. If you want to attend the dessert party, you will have to pay separately.

You can see the lights without it just by walking back to the Streets of America for free.

It is a nice party but is completely unnecessary to visit or enjoy the lights. As a matter of fact in order to see and enjoy all the lights you would have to leave the party and walk to other areas. This is why they let you come and go from the party.
