OMG! We made both the loopy tree and the fringe tree with my daughters brownie troop years ago (she's now 18).
For the loopy tree, we folded paper in half but didn't crease it. Then, from the folded edge toward the other side, we cut slits. I thin they were one inch apart. Don't cut all the way. Then, we used straight pins (we had styrofoam cones, not paper mache like the catalog) and starting at the bottom, pinned the paper on. As you wrap it around the cone, the bottom flares out a bit. I don't remember making the strips narrower as we went up the tree but I'm sure that would work. If your strip of paper wasn't long enough to go around the tree, we just lined up another piece and pinned it on. When you add the next layer, it covers the pins.
For the fringe tree, we took long strips of paper and made the narrow cuts almost from edge to edge lengthwise. Slightly curled the edges by rolling them on a pencil. Then pinned to the tree. The one on the cover looks like they use short (only four smaller fringey strips) pieces of paper. Then, they just lined them up, row after row.
Further in the catalog, they have a pictue of a fringey wreath and it says the instructions are on their website.
