Are they the same?

Is everyone's date the same for each specific cruise?

I know people say that after the payoff date DCL may release more non-GTY cabins. Is that true?

No, they are not even related.
Online check-in starts:
First time cruisers: 75 days before sailing
Silver Castaway Club members (1-4 completed cruises): 90 days
Gold Castaway Club members (5-9 completed cruises): 105 days
Platinum Castaway Club members (10 or more completed cruises): 120 days
Concierge cruisers: 120 days, but requests can be mailed 125 days before.

To access online check-in you must be PIF, even if your PIF date is after your check-in window opens.

PIF date:
Cruises 1-5 nights,embark or debark (or both) is in a US port:
Normal cruises: 75 days
Holiday cruises: 90 days
Suites and concierge all cruises: 90 days

Cruises 6-9 night, embark of debark (or both) is in a US port:
Normal cruises: 90 days
Holiday cruises: 105 days
Suites and concierge all cruises: 90 days

Cruises 10 night or longer and cruises with embark AND debark in a non-US port:
Normal cruises: 120 day
Suites and Concierge: 150 days

For cruises booked before 3-3-2015 other terms apply.
 

Weird... Silver is 90 days, and 7 nights is 90 days, but my check-in is 6/21, PIF is 7/6.

I'd already PIF, but I just thought that to be a strange date (July 6).

The PIF dates and cancellation policy changed last winter. I would guess you had your reservation already in place prior to that change. I believe any reservations at that time were left under the old policy, unless the guest made a change to the reservation which then brought it under the new policy. So your PIF date is probably 75 days, which is the old rules. You may check-in at 90 days, but if you want to book dining, excursions, etc. you will need to be PIF by 90 days anyway.

As noted: if you booked before May 3, 2015 other terms apply. Before that date all non-concierge sailing from/to a US port had a 75 days PIF date. That may explain your specific date.
