Checked in for my 4 night out of Miami, and when I got to the part to choose my OBT, it said because I was staying at a DCL pre-stay hotel the night before and taking the transfers to the port, I was welcome to board at anytime. So there were no choices to pick from. Is that typical?
 
Yes, you'll be assigned the time that the transfers will arrive to take you to the port, and they usually get there after open boarding is called.

If you book a stay at a WDW resort or the Hyatt MCO through DCL, then, yes, you don't have to select a Port Arrival Time (not an onboard time).
 

You are leaving out of Miami and taking a DCL transfer from a WDW resort?
I thought that the DCL transfers were only for the PC port.

OP doesn't indicate a WDW stay so probably they booked a pre-cruise hotel (in Miami) through DCL. DCL does offer transfers in Miami, and I will assume if they book the pre-cruise stay they also arrange transportation.

OP -- if the system isn't allowing you to select a PAT (Port Arrival Time, not onboard time), that has been reported here periodically. The general rule of thumb is to select a time if the system prompts you to do so. But I wouldn't worry if it's not letting you.
