Onboard booking limit?

But what if only one person from the household is currently sailing? We often book 2 future cruises while onboard but we put me in one cabin and dh in the other?

If you only have one person in the household currently sailing, how does that affect the rule where each res # must keep at least one passenger on that res who was part of the original OBB? OP cannot occupy 2 cabins so if she adds family members to that 2nd cabin res, it would end up with 0 originally-booked passengers.
I'm not clear on the "must retain at least one original passenger" thing. I've seen it reported that it's one name per reservation, and I've seen it reported that, as long as one name between the two reservations remains the same, it's OK. If OP books one room in her name, and a second room in, say, friend Sally's name, as long as Sally remains on the booking, it'll be fine.

You can book rooms for others not on the current cruise. As long as one person on the current cruise is on one of the reservations, from what I understand. So, you can book Room 1 with you and your husband, and Room 2 with Aunt Sue and Uncle Joe (even if they are not on the current cruise).

We usually just put dh and ds in one cabin, then me and the friend, relative etc in the other cabin. Later our TA drops me off the friend's res and puts me back in with dh.

I'm not sure what the official policy is. It may depend on the cast member you are dealing with. My wife and I wanted to book a total of 5 staterooms for a family cruise to celebrate our 40th anniversary. The two of us went on a B2B cruise by ourselves. On the first leg, we booked 2 placeholders. My wife and I in one, and one of our adult daughters and her family. On the second leg we booked three more placeholders, for people not on the cruise. The third placeholder would have only received the stateroom credit, but no discount. The cast member that did our reservation onboard was very helpful. The cruise is actually coming up in one week. After the dates for this summer were released, our TA converted the placeholders to actual reservations. After we had the actual reservations, my wife and I went on another cruise and reshopped the last reservation that did not get a discount. That cast member was not as helpful. and wasn't sure that we were allowed to actually do this. She suggested that we book two more placeholders, one for my wife and I and another for our son, and then let our TA see if she could make it work later. Our Dreams Unlimited TA was able to use our son's placeholder and replace the previous reservation and get the OBB discount. The placeholder for my wife and I still shows up in my DCL Castaway Club upcoming cruise list.
 
Did Dreams Unlimited know your sister & you have separate household addresses? I don't think that's correct that only one room for each of you gets the onboard booking perks. At least the disclaimer at the bottom of the page for onboard booking information says that each household address can book up to 2 placeholders that will receive the perks. The actual wording is "This offer is limited to two staterooms on one future cruise date (per household sailing)."
I did mention we have different addresses. I'm new to cruising so I may have misunderstood at some point along the way. Bottom line for me is we'll save more by taking the cruise than not and get the silver castaway cay club benefits for the Alaska cruise. I'll ask our agent to confirm the OBB policy before our sail date to make sure we get the best deal possible.

We're taking our first cruise this fall and are wondering if we can book a placeholder to go back next year with my sister and her family. We need two placeholders just for us (larger family, 2 staterooms, DH on one room, me in the other)...can we each book two placeholders (4 total)...2 per stateroom adult?

First - placeholders means you're just holding a spot for some future cruise (not specified). So, booking a placeholder isn't for a specific cruise, only for some future one.

Second - it's two placeholders per household address. If you have family in two staterooms, and all those people live at the same address, then it's just 2 placeholders. If you have more than one room, and those rooms encompass people who live at different addresses, then each ADDRESS may book 2 placeholders.

Now, that all applies to booking a specific cruise (room), also. Each household address may book a maximum of 2 rooms on the same future cruise and both those rooms will get the onboard booking perks. Unless it's a black out date.

Now, just a bit more info. You can book additional rooms (that don't get the onboard booking perks) while on the cruise. I've read that, often, those rooms will get the OBC, but no discount on the cruise fare.
