On EE Days, when does toontown open?

Toontown opens @ 10 when the park opens at 9, correct? So does it still open at 10 when the park opens @ 8 for onsite guests?

I guess all other attractions open at their normal time on ee days.

When we were there week of May 1 Toontown opened at 10:00 during and EMH (EE) day.
