On-board credits??

I am a bit confused(more than usual anyway LOL)...Can you purchase on-board credits before you cruise? And how do you do it?

if you go to DCL's site they have a stateroom gift section and you can purchase onboard credit.

So I would assume you pay for them with a Credit Card when you order them.....Is that safe assumption????
