On a cruise when new cruises are released, how does booking work?

Especially with regards to platinum/gold booking versus regular. We are going to be on the EBTA cruise when the fall cruises historically have been released. I'm not saying they WILL be released then, but IF they are, do they allow gold/plat cruisers to book one day and everyone else the next?

I believe so. Not absolutely positive, though.
 
Fall/Winter cruises for 2018 will probably be announced May/June 2017. They way it normally works is that the day or 2 after DCL announces the itineraties will be reserved for gold & platinum members, then after will be open to the public.

Right, but I wasn't sure how they worked it if you were on board when they were announced/released.
 

We were on board the Magic on last May's EBTA and the day the itineraries were announced, the onboard booking desk printed a list of the cruises. The next morning we were able to book as Platinum.

I also did the onboard booking during last year's ebta. They had set up a waiting area and reservation station in Carioca's for the gold/plat early booking.

I will be on the EBTA and though I'm not gold or platinum (it will only be my 3rd cruise on DCL) I'm curious if I would still get an opportunity to book. Also I'm wondering if there was any kind of notification that the itineraries had been announced or if you only find out by stopping at the desk.

You would get to book the day after Gold/Platinum, along with anyone else who wants to book.
 
Do you get the 10% discount on the first day rate?
As long as it's not a black out date.

There's not really a "first day rate" (like a military rate, or Florida resident rate). It's just what the cost is on the first day. Often it's the same rate as what's available the second day (or a week later).
