When the budget matters, what are the "not to be missed" restaurants that won't totally blow the budget.

Hi,
Some of the not so expensive restraunts which i love are, Boma, kona cafe and Mama Melrose's. Im not sure if you wanted counter service options too but we also love The Earl of Sandwich! :)

How serious a budget. TS's can run $30-35 dollars per person easily.
You can get more bang for your buck at buffets (I think they hover around the $27.00 pp range). another tip is to do your big meal at lunch. TS menus are usually a few dollars cheaper at lunch time

Our favorite buffet is Crystal palace in MK
Our favorite sit downs are: Capt Jack's and HOB's at DTD.
Yachtmans steak house

We can do a few table service meals. I also plan on doing probably one character something. I just need to be very choosy since we won't be able to try many. In the past we have done, Cinderella (don't care to do again), Liberty Tree, Crystal Palace, Whispering Canyon, Rain Forest, one at AKL and the rest counter service. We are fine with mostly counter service, but want to make sure any TS we choose and also want to choose wisely (when there is a choice) for CS. We will be staying at POP.

If you're on a strict budget, Tangierine Cafe is a counter service that gives a large portion of very unique food at a reasonable price. You can also eat CS and then get pastries in France or Norway or cookies/ candy in Germany. If you're going to do 1 TS, do Prime Time Cafe. Reasonable prices and it's a great experience.

I'd like to throw in The Plaza at MK. It's reasonably priced and consistently good in my opinion.

Like OP said, Earl of Sandwich is great. Some TS in Epcot that are good -- Biergarden and San Angel -- great atmosphere for both!

You might also enjoy ESPN -- especially if you have sports nuts with you. Typical sports bar fare. Also Rose & Crown. Enjoy

Buffets are great for a budget; my favorite is Boma. Also breakfasts are cheapest, then lunches. Eat CS for dinner as often as you can. Character meals are pricier.
