My mom is unable to eat a great deal at one setting. If we were to eat at a restaurant (not buffet) there is no reason she couldn't just order an appetizer or something like that right?
Not a problem at all. We'll be going to Disney next month and I'm 7 months pregnant. I already can't eat much in one sitting. So I plan on just getting an app or sharing with someone else.

We've gone into restaurants and only ordered appetizers...everyone in the party, lol. Appys and dessert can make a great meal. Probably not a fav of the servers, but I can't think of any TS at Disney that has a minimum.
You're right that you'll want to avoid the buffet, because they don't reduce the price, so you'd pay full price for her to nibble. Now...if it's a medical condition, like stomach banding, I've read a couple times where people brought medical notes and at buffets they were only charged the child price....they wanted to go with their children to see the characters but of course can only eat a cup of food or something like that.
As others say, barring a buffet where it's just going to be one price no matter what, you can just order an app at probably any restaurant anywhere. Well, not V&A but you know what I mean. A note though, as you know,apps are pretty limited generally speaking. you'll rarely find a steak app.. I can't eat much at one sitting either (gastric by-pass 8 years ago). the one thing I have had to accept is no matter where I go, no matter what I order, there WILL be waste and you have to be OK w/ that. That's a big thing too they talk about at Weight Watchers. We grew up not wasting anything, and seeing food go to waste seems a crime...BUT it's how it has to be. Only ordering as much as you can eat is going to limit you INCREDIBLY. Sure you can do it, but it gets old...fast. Speaking from 8 years of experience. I still do it though. If an app looks good and I'm just not feeling the need to order anything else, I'll order one. But at the same time, I'll sit down at a buffet at WDW and still pay the nearly $50 for me to have what was less than a (non-heaping)salad plate of food. It's life.
They allowed by 80 year old mother to order off the kids menu. At some places the kids offerings were pretty good. I remember she had salmon at Tony's. We were not on the DDP though.
