Since these look like live birds and it's pre-AK, I think this is Discovery Island. I'm pretty sure that I have some pictures of bird enclosures on Discovery Island that look really similar to this.
 
Okay, here's the situation from our 1992 trip.

It can't be Discovery Island since we never went there so I'm thinking it's the pre-show area of the Tiki Birds perhaps or ?

Any other places with live birds inside?

Could it have been at the Polynesian ceremonial house lobby area? We were staying there. And it looks like it was taken from above looking down which would have fit that scenario especially with all the foliage.

Bingo. There used to be live birds at the Poly in the Great Ceremonial House, but they were removed. (I think because of several instances where guests were throwing things at them/harassing them in some way.)
