Off-site then On-site problem with 7 day hopper

We are travelling to Orlando for 10 days in April. The first 7 days we are staying off-site in a rental house with family then at the end of the week we are staying at BC for 3 days. When we booked our reservation we booked 3 days at BC, dining plan for 3 days and a 7 day hopper with water parks. I explained that we would be attending the parks during the week prior to check-in and was told that would be fine. Now as we get closer and are trying to book FP we discovered that we are blocked until the day we check in to the hotel. The park tickets cannot be used prior to our check-in day. We have called Disney and have been informed that the tickets cannot be moved/used prior to the current day. There is no concession being given. They are willing to cancel the current 7 day hopper, refund which takes 7-10 days and repurchase a new 7 day. To say the least we are confused and also frustrated as we have had a few problems already with this booking. The prices of the tickets have risen and as we are purchasing from Canada we are losing quite a bit of money on the exchange. Along with the other problems we have had by the time we are done we will have lost around $150 just on booking errors.

Has anyone had any experience with an off-site/on-site stay? Also, our phone calls with Disney have been less than magical. We haven't been able to speak to a supervisor or find a more satisfactory solution. Any hints, tips or advice would be greatly appreciated!

You need to get a supervisor on the phone, they should have the authority to separate your tickets from your reservation, somehow, and have them stand alone at the same price you paid for them. Especially since this is a CMs fault and not yours. I would suggest sending an email with it all laid out so they can research and resolve without you on the phone. Good luck and I hope this all gets straightened out.
 
Unfortunately, you were given incorrect/incomplete information. You can only make FP+ reservations 60 days out on your ON-site portion. Your off-site portion can be done 30 days out.

However, they should not have sold you the 7-day ticket as the earliest you can pick up a ticket tied to a package is THREE days before the package. You are clearly going to be there more than 3 days before.

Your best bet is to cancel the ticket (make sure they don't cancel the dining), and purchase your ticket once you get there or see if you can get a discounted ticket from another source.

This is correct. It has to do with booking the onsite stay and your park tickets as a package. We stayed offsite first, then onsite, but our FP+ window opened up to include our offsite stay too. That was because we had a room only reservation and purchased tickets separately. It has nothing to do with staying offsite first. The park tickets would have to be separated from the package to be usable the first week.
 
I have spent much time on the phone with Disney! At this point arrangements have been made for us to attend Guest Relations the day we arrive and a supervising CM there will have the authority/ability to override our tickets and allow us to use them the day we want. So fingers crossed it works out! First stop once we land in Orlando will be to head off to Guest Relations!
