Off season questiion

All these topics about crowds levels and such, got me thinking. Is it really that less crowded during off season? Are AP's unblocked completely during off season? Is there every really a slow period? Why do they have shortened hours and such? I understand the need to do refurbs, etc.. But wouldn't it just help everyone to have a semi normal set of hours throughout the year? The AP's that can go frequently can go more when they aren't blocked with better hours and the crowd level can be a little more disbursed instead of bunching all together, for those who can go anytime of year can do so more freely without worring about the shortened hours. Now I understand it will always be more busy when the kids are outta school. Maybe still not do the "big" shows or the costly things everynight when it is off season, but make the hours more accessible. I don't know, just thinking about the crowds.
 
Yes, most APs are not blocked out during weekdays in the middle of "offseason". However, many are blocked on weekends even during "off season" months.

And, actually DLR does have a semi-normal set of hours depending on the season. During "off season" weekdays, DL: 10AM-8PM and DCA: 10AM-6PM. During all weekends and "peak season", DL: 8AM-12AM and DCA: 9/10AM-9/10PM. Anything in between is going to have a crowd level in between "off season" and "peak season".

The "off season" times would be mid-late January, February (except President's weekend), early-mid May, September, October weekdays, early November, early December.
