odd but urgent question

Is it possible if you call the non emergency number that the police can contact a relative if you have their address but no phone number? I have an aunt seriously ill and cant get my cousins phone number but I do have his address

they couldn't help but I found our cousin and she will phone him. Unfortunately too late she died 12 hours after I was found.

Thanks the funeral has been organised and once that is done her house has to be delt with.
