On Oct 4 Wednesday , I am able only enter DCA only after 12 or 1 PM. Wish to do the popular rides and see the WoC show which is scheduled at 8:15. Is it advisable to buy one day ticket for this day? Will I be able to achieve what I am targeting at DCA?

I would think so seeing as it's a Wednesday. If you could purchase MaxPass that would probably help, or if you can't be sure to grab fastpasses for what you are wanting to ride. The only thing i'd be iffy on is if there would still be WOC fastpasses at that point. I don't know how quickly they go.
 
I would also think that being a Wednesday, you'll probably be okay in most cases. I would grab a FP for either RSR or GotG (depending on whether they still have them and the return times). If they have them, grab a WoC FP as well (they've been lasting pretty long into the day of late).

You'll be there during HalloweenTime, so GotG has two different version of the attraction. During the day, it's the "normal" version, but after dark it switches to "Monsters After Dark". If you wanted to ride both, I would ride GotG soon after you arrive (either using FP or standby) and then pull a FP for the nighttime version. The switch happens between 6:00 pm and 7:00 pm (the "normal" version closes at 6:00 pm - my guess is that is when the close the queue and begin the switch over process - and Monsters starts at 7:00 pm).

A OneDay- OnePark ticket is $97 that day. I feel you'll be able to see and do a lot.

October 4th DCA is open until 8pm, with WOC at 8:15pm
As mentioned MaxPass might help get MP's for popular rides.

A regular FP for WOC is free. But the lineup and wait time for WOC can and does eat up a sizable amount of time.
With your limited time in the parks, I'd recommend you spring for a WOC Dessert Party.

With the WOC DP, CM's begin seating at 7:30. You can enjoy the desserts as you wait for the show.

I will be at DLR with my DGD(20) and her BFF for a week. Oct 4th is our WOC DP night too.

With less than a month to go, follow the Disneyland app for DCA trends on Weekdays for the rides.
That's only three more Wednesdays... It will be here soon.

I, of course, think it's worth it because I think DCA is a lot of fun and WOC is amazing. But keep your expectations realistic. Look at the School Events and Closures thread. Many schools had fall break during our October week last year and it was crazy! For instance, FPs for RSR were gone by about 10am every day during the week. Max Pass will help with maximizing your time but check the app for FP availability before you buy it! Have fun!

ETA and expect higher than normal crowds at DCA with all the new Halloween decorations.

Kind of depends on your opinion of "popular" rides and how many. Maybe if you list out the ones you really want to go on we can tell if thats feasible.

Remember to keep in mind the rides that have Single Rider lines (SR).

When I checked it, I decided Oct 2nd thru Oct 7th was the best week in October to book.
