Oceaneer Club at CC: non-swimmer ok?

My 4yo ds is so excited about the Oceaneer Club! He knows no strangers, and is extremely outgoing. We are not worried about him staying, we're worried about getting him out!
He has talked about going to Scuttle's Cove on CC, and I wanted to know about non-swimmers there. Can he go to the kids' area without us if he can't swim without floaties? I didn't know if there were safety issues about that.

The kids clubs do not take the kids near water (at least, not until they are much much older). Not at CC nor on the ship.

Scuttles Cove is set back from the beach, and is mostly a play area.
 
I will second this. The club nor the lab take the kids in any water. On Scuttles' Cove they will have water fights with squirt guns and things, but they won't go near the beach.

The teen's have a teen beach on CC, and they sometimes have pool activities (I saw a boys vs. girls game at the Goofy pool one night).
 
No swimming when they are with the club or lab group. Our DD8 really enjoyed the lab activities also and met many brand new "best" friends. For CC day, we all stayed together in the morning and did some swimming, snorkeling and floating. I signed DD into the kids club at lunch time and she hung out with them for the rest of the afternoon. When I picked her up at 3:30, she was involved in an all out water fight with the counselors. This was probably her favorite day of the cruise.
